Matt Gress has mastered the art of failing upward. But he’s doing so at the expense of Arizona taxpayers, teachers, students and the developmentally disabled.

Gress is hardly a miser. As Republicans go, he’s a young man with an old soul. At 36, his range of life experience will rival and top just about anyone twice his age.
