The Office for Civil Rights, or OCR, found that the Ann Arbor school district failed to comply with Title VI obligations to investigate the student's complaints and also failed to reasonably redress the situation for the student and others affected by the counselor's comments, CAIR-MI announced Tuesday in a news release.

Ann Arbor Schools has agreed to a resolution with the U.S. Dept. of Ed. after a counselor told a student she does not "negotiate with terrorists."
