New York’s controversial plan to charge a $9 congestion pricing fee to enter lower Manhattan starting this Sunday suffered a major blow Monday when a federal court judge agreed with New Jersey and Fort Lee, sending the issue back to the Federal Highway Administration (FHA) for more analysis.

New York's Metropolitan Transportation Authority said it will begin congestion pricing tolling on Sunday despite New Jersey officials claiming that a U.S. district judge's ruling disallows the plan.
