I wish I could help, but I've never heard about a dead zone on I4 or in Sanford, or paving over a cemetery. But we avoid I4 whenever possible because it can be a nightmare of congestion. Sanford has gone through a lot of renovation lately and is a cute little town with some nice restaurants, a beautiful marina, and a great zoo. Good luck with your search.
